of this is exchange compensation. New appointments,

Mr Young Lee at $1,800; the staff of the Kowloon

British School, at $5,361.81. $2,291 for two Junior Masters at Queen's College, paid in sterling. (They have not provided for the second English Master and

Supervisor, who will cost $2,945; we must tell them.) There is also a vote of $20,000 for the Chinese High School "and other improvements in the Educational

system"; the Governor ought to be told not to be in a hurry to spend this. On the other hand, they save $6,800 odd by the closing of the Belilios Reformatory. There is nothing here to criticise.

Medical Departments. Increase, $82,200, or 56%. $27,000 is exchange compensation, and $4,100 is due to placing salaries on a sterling basis. The

opening of the Victoria Hospital for Women and Children will cost about $35,500. The closing of the Female

Venereal
